TVC in Partnership with NEC Installs High-Speed System for the Newburgh Enlarged City School District

TVC’s Campus Tech Subsidiary Signs 3-Year Contract to Provide Full Services; District to receive 80% e-rate reimbursement

Albany, NY – September 12, 2002 - Tech Valley Communications (TVC), the only locally owned, facilities-based carrier in the Capital Region, today announced that, in partnership with NEC, it just completed installation of a new high-speed communications system for the Newburgh Enlarged City School District. Located in Orange County and serving more than 20 elementary and secondary schools, the district took advantage of the e-rate reimbursement program, which is a multi-billion dollar program funded by all carriers throughout the country and administered by the federal government through the Universal Services Fund.

Under the e-rate program, school districts are eligible for 80% reimbursement for upgrading their telecommunications networks and providing high speed access to the Internet. According to TVC, there are several criteria school districts must meet to qualify for reimbursement and the Company helps them through the qualifying process.

For the Newburgh system NEC installed the PBX equipment and will maintain the hardware as a subcontractor to TVC’s Campus Tech, which created the new state-of-the-art network system with 22 new T1 lines and three major high-speed hubs. There are also 19 smaller PBXs serving each individual school which connect to the major hubs via the T1 lines. According to Frank Clifford, president of Campus Tech, who led the project, Campus Tech will act as the single-source service provider for all communications services and call on NEC as needed to maintain its PBX equipment. He added, “We have built in a redundancy network to ensure uptime and performance of the communications network and plan to continue to work with the district on a complete data implementation later this year.”

Kevin O’Connor, CEO, said, “TVC’s partnership with NEC dates back to August 2001 when we acquired the assets of GFC Communications, Inc. and signed an ongoing marketing agreement with its parent company, NEC Business Network Solutions, a division of NEC America. Following the acquisition, TVC launched its Campus Tech subsidiary, which serves educational institutions throughout New York and Massachusetts. This 3-year contract with the Newburgh District is an excellent example of our marketing agreement with NEC, whereby TVC provides services to customers with NEC’s PBX equipment.”
